Colonel (RT) Luis Viñas as the new Director of LACoE. Colonel Viñas served in the Uruguayan Army for 35 years, and his career and professional development reflect a wealth of experience

and knowledge that will greatly contribute to the vision and mission of the Dallaire Institute’s work in Latin America and across our global programs.

Colonel Viñas has participated in seven peacekeeping missions in the Democratic Republic of the Congo, Haiti, Kashmir, and Colombia. He also served as the Director of the Uruguayan National School for Peacekeeping Operations when the Dallaire Institute signed the MOU with the Ministry of Defence to establish LACoE and integrate our capacity-building training into their courses.
